Born in Turin, Elia started her career as a model and made her television debut in 1989 in a minor role in the TV-series The Betrothed. She became first known as the assistant of Corrado in the Canale 5 variety show La Corrida, a role she had between 1990 and 1993. In 1991 she was cast in the successful variety television Non è la Rai, and between 1993 and 1996 she was sidekick of Raimondo Vianello in the Italia 1 program Pressing.

Nephew of the director Lina Wertmüller, after making her debut in the theater in 1976 with Luci di Bohéme, a show presented at the Venice Biennale, in 1978 he began attending the Gigi Proietti's workshop for scenic exercises. Together with his classmates Paola Tiziana Cruciani, Shereen Sabet, Rodolfo Laganà, Patrizia Loreti and Silvio Vannucci he founded the comedy group La Zavorra, active in cabaret theater and television entertainment until 1984. He appeared in more than sixty films since 1978. Among his other works on television: The team, RIS Roma, Squadra Antimafia, 1992 and Mina Settembre. Recently he was in the cast of the film America Latina directed by di Damiano and Fabio D'Innocenzo, screened for the competition at the 78th Venice International Film Festival.

A brilliant character actress, Vukotic became well known for her role of Pina Fantozzi in the Fantozzi series of comedy films (winning a Nastro d'Argento for Best Supporting Actress for her role in Fantozzi in paradiso) and, later in her life, for the role of Grandma Enrica in the TV series Un medico in famiglia.
